Manager Madden told the board the funding is needed “upfront” to meet the Economic Development Administration (EDA) grant application requirements and that the county would be the grantee and fiscal agent for the project while Gaston College would serve as co‑applicant. “This money has to be available as part of the grant application process to be awarded,” Madden said during the presentation (00:17:31).
