Chester County commissioners approve consent items, contracts and a coroner grant; HR vote carries with one abstention

The Chester County Board of Commissioners voted on routine and contract items during its Oct. 8 meeting, approving the agenda and a series of consent items, contract amendments across several departments, and a coroner grant to modernize electronic death reporting.

The board adopted the meeting agenda by voice vote after a motion and second. A single vote on the consent agenda approved minutes, tax exonerations, resolutions authorizing bridge and engineering design contracts, contract awards and vouchers. Commissioner Eric Rowe asked that the human-resources (HR) portion of the consent package be separated for a separate vote.

During discussion of the HR items, Commissioner Eric Rowe announced that his younger brother, Ryan Rowe, had been selected by the chief public defender for a position in the Public Defender’s Office and said he would abstain from the HR vote. The HR agenda then passed with one abstention.

Several contract amendments were presented and approved. Items the board approved included contract extensions and amendments in the Department of Children, Youth and Families: Merakey (foster care services), $200,000; Taber Children’s Services (independent living services), $2,660,500; Pressley Ridge (residential placement services), $200,000; Outside In School of Experiential Education (residential placement services), $200,000. Facilities staff reported an amendment with CM3 Building Solutions for building-automation controls and mechanical services for a term shown as Oct. 1, 2025, through March 31, 2026. Human Services presented a managed behavioral-health audit engagement for HealthChoices covering Oct. 1, 2025, to Dec. 31, 2027. The Prison presented amendment No. 6 to Aramark for food-service unit prices at no additional cost to the county for Oct. 1, 2025, to Dec. 31, 2025.

Coroner Sofia Garcia Jackson told the board the coroner’s office was awarded $19,110 from the National Network of Public Health Institutes to modernize the county’s Quincy case-management system and enable electronic submission of death certificates to the state; the board approved the grant.

Motions to approve the listed contracts and the grant passed by voice vote with no recorded opposition. The board concluded with routine commissioner reports and adjourned.
