Greene County approves contracts, PennDOT reimbursement and CDBG application documentation

Greene County commissioners on Oct. 15 approved a series of routine agenda items: a lease quote for a Dodge Ram 2500 for the fairgrounds, placement of a public defender contract pending solicitor approval, a PennDOT reimbursement agreement for culvert replacement, two veteran assistance allocations, a mental-health services contract and authorization to submit the 2025 Community Development Block Grant (CDBG) application and required documentation.
The board placed on the agenda an open-ended equity lease quote from Enterprise Fleet Management for a Dodge Ram 2500 for the fairgrounds at a stated cost of $716.56 per month; the motion was moved, seconded and approved. Commissioners also moved and seconded to place a contract for public defender services between Greene County and Pollock Morris LLC (doing business as Pollock Morris, Valletti & Sims LLC) on the agenda, pending solicitor approval.
Staff described a PennDOT reimbursement agreement to cover work on SR 1010 Bridge 10, which the staff noted is a culvert replacement near the Green River Trail in Bryce Landing that requires a small take of property and proper construction oversight; the board approved placing the agreement on the agenda.
Under veterans and fairs, the board approved allocating $75 for burial services for one Navy veteran and $100 for a headstone for one Air Force veteran.
Mental health and intellectual-disability staff asked to place a fiscal year 2025-26 contract with Orlando Consulting Services LLC on the agenda, not to exceed $116,505.60, to provide the Compass program in the jail, Canvas and individual psychotherapy services; the motion was approved.
Under community development, the commissioners approved a resolution authorizing submission of the 2025 CDBG application on behalf of Cumberland Township, Franklin Township and Waynesboro Borough and approved required documentation, including general application certifications, a disclosure report, the federal funding accountability and transparency act report, a work protection investment certification and a lobbying certification.
