Greene County commissioners approve 2024 audit, contracts, CDBG application and multiple grants/contracts

GREENSBURG, Pa. — The Greene County Board of Commissioners on Oct. 16 approved the county's 2024 controller report and accepted the single-audit financial statements for the year ending Dec. 31, 2024. County staff said the audit will be uploaded to the county website.
The board approved an open-ended equity lease quote from Enterprise Fleet Management for a 2025 Dodge Ram 2500 for the fairgrounds at $716.56 per month and approved a contract for public defender services with Pollock Morris LLC (doing business as Pollock Morris Balletti and Sims LLC), pending solicitor review. Commissioners also approved a reimbursement agreement with the Pennsylvania Department of Transportation for work on and around SR 1010, Bridge Number 10.
Under Veterans Affairs, commissioners approved two small allocations: $75 for burial services for one Navy veteran and $100 for a headstone for one Air Force veteran.
The board approved a fiscal year 2025–26 contract with Orlando Consulting Services LLC not to exceed $116,505.60 for the Compass program in the county jail and for individual psychotherapy services.
In elections business, commissioners approved on-site support from Beth Lechman of ES&S for two days in October and November at $2,050 per day (effective Oct. 7, 2025) and approved a contract with Jessica Guggenhauer to provide contractor support for the 2025 general election at $38 per hour (effective Oct. 7, 2025).
The board adopted a resolution authorizing submission of Greene County's 2025 Community Development Block Grant (CDBG) application on behalf of the county and on behalf of Cumberland Township, Franklin Township and Waynesburg Borough. Commissioners also approved required application documentation including the general application, certifications, the Federal Funding Accountability and Transparency Act (FFATA) report, worker protection certification and related disclosures.
All motions recorded in the meeting were approved by voice vote; the minutes and agenda indicate no recorded roll-call tallies or sustained debate on these items.
