The Owasso Public Works Authority voted to approve amendments to its fiscal year 2025-26 budget to reappropriate unspent carryover funds from fiscal year 2024-25, staff said.
Miss Helvazinski, an OPWA staff member, told trustees the item is a companion to a carryover approval earlier by the Owasso City Council and said approval of the requested carryover "will not reduce the projected June 30 fund balances." Staff recommended trustees approve the amendments.
Staff reported specific changes to fund totals: estimated revenues in the OPWA fund will increase by $36,002,410.41 and appropriations for expenditures in that fund will increase by $39,890,998.63. The appropriation for expenditures in the ARPA Capital Improvements Fund will increase by $227,927.06, and the appropriation for expenditures in the OPWA Red Bud TIF fund will increase by $299,398.
Trustees voted on the item during the meeting. Trustee Cody Walter, Trustee Chad Balthrop and Vice Chair Paul Loving were recorded as voting in the affirmative. After the figures were read, Vice Chair Paul Loving said, "Thank goodness for good accountants." The transcript does not specify who made the motion or who seconded it.
There were no substantive reports from the OPWA manager or the OPWA attorney. The meeting concluded after the trustees moved to adjourn.
The record does not specify implementation steps, effective dates, or any conditions attached to the appropriations beyond staff’s statement that the carryover will not reduce projected June 30 fund balances.
