Owasso unveils $3 million 2026 street rehabilitation priority list, keeps internal design work in-house

Engineering staff presented the recommended priority sites for the city’s 2026 annual street rehabilitation program and the council approved the list.

Staff said the program — established in 1996 — currently maintains about 375 lane miles. For 2026 staff proposed increasing the program allocation to $3,000,000 (from the typical $2,000,000), combining available funds from prior years, the half‑penny sales tax, transportation utilization funds and CIP funds.

The base project scope includes mill and overlay, base repairs, curb/inlet resets, ADA ramp work, driveway approach grade adjustments, drainage improvements and surface rejuvenation. Staff listed base projects including North 140th East Avenue (E. 86 to Camelot subdivision, estimated $1,100,000, OCI 55), East 80th Street (North 1202 E Ave to North 1209 E Ave, est. $832,000, OCI 69), West Broadway (Atlanta to Main, est. $250,000, OCI 45) and West Service Road (E. 706th Street North to Worley’s Nursery, est. $322,000, OCI 60). Preventive maintenance rejuvenation projects totaling about $370,000 were also identified for specified subdivisions.

Staff said engineering design will be performed in‑house, with design completion by June 2026 and construction bids and award planned for summer 2026, with construction expected to finish by June 2027. Staff said alternate projects will be used if bids come in below the base project total.

Council approved the recommended 2026 priority sites and directed staff to proceed with in‑house design work and the project schedule.
