Parks staff described a project to convert the Rheola Park restroom to year‑round use by adding electricity, lighting, heating, a new metal roof and repairs to damaged areas.
Larry Langford said the project was advertised and nine bids were submitted; the lowest responsive bid was from Limestone Construction of Owasso at $99,499. Staff recommended awarding the contract and said funding is available in the FY 2025‑26 park development budget.
A councilor disclosed the church he serves has a separate, unrelated project that also uses Limestone Construction; he said the disclosure does not affect this matter. Councilors asked whether additional similar restroom conversions are planned; staff said two more similar bathroom projects remain on the schedule.
The council approved the award to Limestone Construction and authorized execution of necessary documents as presented.
