Public Works staff presented a proposed $3.0 million 2026 street-rehabilitation program and a priority list of road segments the city would seek to rehabilitate or treat with preventive maintenance. The presenter told the council the program dates to 1996 and that Owasso currently maintains about 375.3 lane miles, with a citywide overall condition index (OCI) of about 81.1. "This year, 2026, we're proposing a $3,000,000 project," the presenter said.
The staff proposal relies in part on carryover funds and on reallocating roughly $200,000 from an underused striping line item; the base bid was estimated at roughly $2.8 million with several alternates that could increase the scope if bids are favorable. Priority base projects the staff reviewed include a major rehab on 1401 East (OCI ~55) with an estimate of just over $1.0 million; a collector segment near Mills Elementary (identified as an 80th Street segment, OCI ~69) with an estimate near $808,132; West Broadway (Atlanta to Main, OCI ~45) estimated about $250,000; and a West Service Road access near McDonald's (OCI ~60) estimated about $322,000. Preventive maintenance (fog seal/HA5 and crack sealing) was proposed for several neighborhoods with an estimated preventive-maintenance subtotal of about $370,000.
Staff explained the difference between major rehabilitation (which replaces base and surface and can restore a segment close to a 100 OCI) and HA5/fog-seal preventive maintenance (which typically improves OCI modestly, for example from about 80 to the mid-80s, prolonging pavement life by five to ten years). Staff noted that larger structural failures with "alligator" cracking will require full replacements rather than patching.
The schedule presented assumes design work done in-house beginning in November, design completion by June 2026, bid advertisement in July, award in August, notice to proceed in September and final project completion by June 2027. The presenter said the engineering design for this project will be handled by the city's engineering division and that very large ($1M+) projects may require outside consultants. Staff also said bids and available funding will determine which alternates can be added to the base project.
What happens next: staff said it will bring the proposed priority list to the council for approval at the next meeting and proceed with engineering if the list is approved. The council asked clarifying questions about OCI improvements, in-house capabilities, and how bids will drive alternate additions.
