Owasso council continues Ward 4 vacancy consideration to Nov. 4 after applicants confirmed

City clerk/staff member Julian Stevens told the Owasso City Council the public notice for a Ward 4 vacancy was published and five letters of interest were received from Ward 4 residents: Deborah Benson, David Priest, Samuel Barber, Britney Driscoll and Jamie Dunn. Stevens said Samuel Barber later requested to withdraw his letter of interest after learning Jamie Dunn had filed.
Stevens summarized the vacancy timeline included in the public notice and said the remaining term runs through May 5, 2026, or until a Ward 4 councilor is elected and sworn. He said staff planned to present a resolution to call an election for Ward 3 and Ward 4 at the council’s Nov. 4 meeting to meet the Tulsa County election board deadline.
With the mayor absent, the council agreed to continue consideration of the vacancy to Nov. 4. No members of the public signed in to speak on the item at the Oct. 21 meeting.
The motion to continue the item to the Nov. 4 meeting carried on recorded voice vote as reflected in the minutes.
