The Hastings City Council approved an amendment to the Redevelopment Plan for Ponderosa Park 2 (Resolution 2025-35), authorized a conditional use permit for a medical clinic at 2120 North Kansas Avenue (Resolution 2025-36), and approved a preliminary plat dividing the redevelopment area into three lots. The plan modification and permits were presented as part of a single redevelopment project led by Mother Lake LLC.
City staff described the plan modification as a subdivision of an existing lot into three parcels, with lot 1 proposed for initial development. Staff said the project would demolish the existing building and construct three new structures; submitted pro forma materials indicated the project is not economically feasible without tax increment financing (TIF). The planning commission recommended the modification 6'0'0to''''''00.
For the medical clinic conditional use permit at 2120 N. Kansas Ave., staff recommended approval with conditions: application for a building permit for the construction of Building 1 must be filed within 180 days of approval, and subsequent phases must seek building permits within two years of Building 1 completion. Planning staff noted existing utilities and access points and said the use is consistent with surrounding commercial/industrial character. Planning commission recommended the CUP 6'0'0to''''''00.
Council discussion included confirmation that the site is adjacent to existing commercial uses (motel, convenience store, propane storage and a medical park), and staff said the propane storage tanks are still in use but that the city is evaluating relocation options. Council approved the plan modification (7'0'0to''''''01), the conditional use permit (8''0to''''''00) and the preliminary plat (8''0to''''''00).
Staff indicated timelines and extension processes exist where developers encounter reasonable delays (contractor, financing or weather issues). No members of the public spoke for or against these items at the hearings.
