Hastings Council approves BID assessments as downtown group outlines beautification, events

The Hastings City Council on the evening of Oct. 10 approved Resolution 2025-32 to levy assessments for the city's Business Improvement District (BID), voting 8'0'0to''00.
Lily Teepel, representing the BID, told the council the organization handles downtown beautification, landscaping for several public parking lots, maintenance of street trees and some downtown trash receptacles, and marketing and event support for activities such as the farmers market and sidewalk sales. "We kinda work on beautification of the downtown. So all of the planters, we put all the plants in them and maintain those," Teepel said.
The BID funds tree maintenance, the downtown farmers market insurance, a portion of electricity and bulbs for seasonal tree lighting, and periodic marketing and event coordination shared with the Community Redevelopment Authority. Teepel said the BID is also arranging to install new LED lights along building tops in the near term and that much of the landscape and tree trimming work is contracted rather than volunteer-run.
Council discussion was brief and there were no public speakers for or against the BID assessment during the hearing. The mayor opened and closed the public hearing after no commenters came forward. The council then approved the resolution.
The resolution implements assessments to fund the BID's ongoing maintenance and event activities downtown; the council did not amend the staff-recommended assessment at the meeting.
