On Nov. 3 the City of Winter Haven Planning Commission approved Case PD‑25‑09‑S, a request from First Missionary Baptist Church (WHFL Inc.) for special‑use approval to construct a 10,465‑square‑foot fellowship hall and classroom facility on the church’s 5.06‑acre property at 200 Avenue R Northwest.
A senior planner explained the site includes a 13,396‑square‑foot sanctuary, two Sunday‑school buildings (about 7,040 square feet combined), a 6,370‑square‑foot community center, several single‑ and multi‑family residential units and roughly 400 parking spaces across the property. The church currently lists a seating capacity of approximately 1,310. The planned building would replace one Sunday‑school structure and be used for meetings during typical church hours. Staff said existing parking areas can accommodate the increased demand, anticipated infrastructure impacts are minimal, and recommended approval subject to the conditions in the agenda packet.
No members of the public spoke on the matter. A commissioner moved to approve PD‑25‑09‑S, the motion was seconded and commissioners approved the request by voice vote. Any approved construction will still require a site plan and applicable permits prior to building.
