The City of Winter Haven Planning Commission voted Nov. 3 to approve Case PD‑25‑08‑S, a request by Yachtler Properties LLC for special‑use approval to establish a standalone parking lot at 112 Avenue D Southeast in the city’s MX (mixed‑use) zoning district. The subject parcel covers roughly 0.31 acres and contains a vacant building and a nonconforming paved driveway and gravel area.
Senior planner Heather Reuter told commissioners the petitioner intends the lot to provide additional parking for the Florida Water Analysis office located north across Avenue D SE. Staff said the property had been used for parking before special‑use approval was required, and a code‑compliance case was opened May 13, 2025. Staff recommended approval subject to conditions listed in the agenda packet and said a formal site plan will be required before construction of required improvements.
During a brief technical question, a commissioner asked about parking‑stall widths; staff confirmed a standard nine‑and‑a‑half‑foot stall was being used on the conceptual plan. No members of the public spoke. A commissioner moved to approve the special‑use request, the motion was seconded and the commission approved the case by voice vote.
If the applicant proceeds, the property will still need a site plan and any required permits and inspections before construction.
