During discussion, a commissioner raised concerns about the County Highway 17 parcels identified in Res. 2025‑196. Staff and commissioners noted that one parcel owner has verbally agreed to sell the entire property; a second parcel owner had indicated interest in a voluntary sale but a conflict of interest prevents direct county negotiations, which is one reason the board is authorizing the eminent domain certification. County staff said the parcels were left out of a prior intersection update and have become increasingly important for trail access; the county has included funding in the Transportation Improvement Program annually to acquire the parcels.
