Vandalia council approves land purchase resolution, budget and financing measures; fence variance cleared

The Vandalia City Council on Nov. 3 approved several noncontroversial items in a single meeting.
Resolution 25-R-51: Council voted 7-0 to authorize the city manager to negotiate and enter into a purchase and sale agreement for land in Stone Quarry Crossing. The motion to accept Resolution 25-R-51 was moved by Councilmember Dugan and seconded by Councilmember Farris.
Ordinance 25-27 (2026 appropriations): The council received a presentation on the proposed 2026 budget and approved Ordinance 25-27 on first reading. Staff described three post-workshop adjustments: removal of a 2030 capital request for Art Park solar pathway lighting ($310,000), a $1,000,000 shift of street resurfacing from 2026 to 2030, and a corresponding $1,000,000 increase to the police/fire/street CIP for 2026–2030. Final revenues and expenses will be entered after 2025 closes; staff expects the digital budget book to be available late February 2026.
Ordinance 25-28 (public works notes issuance): Council approved the ordinance in first reading to issue notes in anticipation of bonds up to $18,000,000 to finance a new public works complex. Staff said the notes would mature 12/01/2026, carry an interest rate not to exceed 6%, and provide flexibility to await grant funding or budget decisions before bond issuance.
Variance BZA 25-008 (775 Castle Creek Drive): Council approved a board of zoning appeals recommendation 7-0 to allow a 6-foot fence to encroach up to 12 feet into Zone A, with the BZA condition carried into the council motion.
