Commission hears county reports: eminent-domain jury verdict, new courtroom opening and prosecution diversion pilot

Commissioner Breitling reported on recent eminent-domain litigation pursued by the Cass County joint board and Onstead Law Firm. He said a property owner had sought $2,000,000; the owner’s appraiser initially placed value at $851,000 and later reduced it to $709,000. The jury’s verdict was $293,250 — the same amount as the joint board’s appraisal — and Breitling commended the law firm and staff for their work.
County administration highlighted the first official proceeding held in the new courtroom earlier in the week, including a drug-court graduation. The administrator also noted that Bob Henderson and the IT department received an Association of Counties employee award for their work and that a consultant engagement is being drafted to review the GFM EDC’s business recruitment efforts.
The county prosecutor reported staffing updates: one new attorney will start on Wednesday, another has accepted but may not start until December, and a support-staff opening has been posted. The prosecutor said a prosecution-led diversion pilot must be up and running in January and that county staff are coordinating with the Department of Health and Human Services and other partners.
