Cass County extends commissary contract and approves debit-card release for inmate funds

The Cass County Board of Commissioners on Nov. 5 approved a five-year extension of the county jail commissary contract with Turnkey Corrections and separately approved a transition for returning inmate funds via debit-card services.
Andrew (jail staff) told the board Turnkey offered a 33% commission for a three-year option and 37% for a five-year option. Staff recommended the five-year extension, citing existing integration with the county's financial and accounting systems and limited operational benefit seen from switching vendors.
Sheriff’s office staff explained that the five-year contract would be retroactive to Nov. 1 for the new term. Commissioners moved and seconded the extension; a roll call recorded unanimous approval. The board then separately approved the jail and finance office transitioning to debit-card services to return inmate funds at release; that motion also passed by roll call.
The record did not include a written estimate of additional county revenue from the higher commission rate or projected costs of the debit-card program. Commissioners agreed to split the two actions (contract extension and finance transition) and handled them as separate votes.
