The Cass County Board of Commissioners on Nov. 5 approved a joint powers agreement to pursue State Water Commission funding for stream rehabilitation that will include replacement of two county-owned bridge structures on the Rush River.
County staff said the State Water Commission will fund stream rehabilitation projects but does not fund standalone structure replacement; wrapping the bridge work into a stream project makes the bridges eligible for state funding. Staff said the county will retain control of the two structures while participating in the joint application process. The plan presented to the board lists 2027 as the target construction year.
Kyle (county staff) presented the agreement, summarized responsibilities among partners and said the arrangement is intended to reduce county costs by leveraging state dollars. Commissioners moved and seconded the agreement and approved it by roll call.
The board did not discuss a funding match or the total estimated project cost in the record. Staff said responsibilities and control of the structures remain with the county under the agreement.
