The council reviewed bids on Nov. 4 for the Twelfth Street Southeast PCC pavement replacement project (Second Avenue to Fourth Avenue). The Iowa Department of Transportation's Office of Contracts received six bids; the low bidder was Steve Harris Construction Inc. at $430,829.19. Other bidders and amounts included RP Constructors LLC ($479,626.80), The Lost Construction Inc. ($514,225.30), TR Harris Construction Inc. ($533,300.10), Sioux City Engineering Co. ($533,363.00) and Riley Construction Co. Inc. ($586,992.25).
City administration recommended awarding the project to Steve Harris Construction Inc. because it was the low responsive bid. The council did not take a recorded vote on the award during the meeting record provided; administration noted the project has a late start date and recommended proceeding with the low bid award.
If the council proceeds with an award at a subsequent meeting or by motion, standard DOT contract and municipal procurement procedures will apply.
