Police Chief Bandbeck told the council during the public comment period that Lamar's odd-even parking enforcement is intended to facilitate snow removal and is not a revenue-generating program. He said officers will issue citations primarily after significant snowfall and that the department will issue warnings before ticketing to give residents notice.
Bandbeck said the policy has been in place for more than 30 years and that recent practice has been to suspend routine ticketing except when significant snow makes enforcement necessary. He said on some nights officers might write five or six citations; on other nights when enforcement was attempted the department wrote "between 100-200" citations, which he said was not an efficient approach to encourage compliance.
Resident Sharon Sailor asked whether boulevard streets with two lanes are treated differently. Bandbeck said officers maintain a list of unique streets and areas that are exempt from the odd-even requirement and that residents in those locations would not be required to move to the opposite side in those cases.
The council did not vote or take formal action on changes to the ordinance at the meeting; the remarks were provided as a reminder to residents.
