Bonner County approves $213,378 carryover for jail door and intercom replacement

The Bonner County Board of Commissioners voted Nov. 4 to permit the county clerk to open the sheriff's jail budget and carry forward $213,378 from fiscal year 2025 into fiscal year 2026 to finish replacement of programmable logic controller door relays and the jail intercom system.

The request was presented by a representative of the Sheriff's Office as a resolution citing Idaho procurement and budget rules. Commissioners pressed for details about whether work had already begun and whether any payments had been made. Stephanie (Comptroller) told the board, “There is still $213,378 available for the project,” and said the vendor has completed site measurements and begun off‑site work; installation was expected to be scheduled within 60 days.

Commissioners and staff also discussed whether the county had already approved the project in a prior meeting and whether any down payment had been issued. The comptroller said the funds were transferred into the correct general‑ledger line but no expenses had been posted against that line at the time of the meeting.

After public comment seeking assurance that standard completion documentation would be provided before final payment, the board moved and approved the resolution by roll call. The motion authorized the clerk to carry forward $213,378 into the FY26 jail budget for the described replacement work.

Action and next steps: the county will track invoicing and installation; staff indicated they will update the board as the vendor schedules on‑site installation and as expenses are posted to the project line.
