Stevens County approved a modification to the demo/debris landfill operating agreement that eliminates Saturday operations and shifts weekday opening times to 7 a.m. in exchange for more overall weekly open hours, a move the operator said would aid staff retention.
County staff said the operator (Megapresson) represented continuing weekend hours was contributing to staffing losses and asked to remove Saturday hours in exchange for earlier weekday openings; staff analyzed the proposal and advised the board the change would increase total weekly open hours while removing a Saturday shift that operators said was difficult to staff in winter.
Commissioners discussed customer impacts, emergency coverage and alternative options (drop sites, containers) and acknowledged the region has limited demo/debris disposal options. A motion to adopt the operator's proposed modification was moved, seconded and approved by roll call, effective Dec. 1 to align with winter hour changes and allow public notice.
Board instructions included directing staff to ensure public notice of the hours change and to coordinate contingency plans for emergency disposal needs.
