Staff said the grant that would fund the project requires a public entity to be the applicant and that the county would need to demonstrate operational control (pay the electricity bill, then be reimbursed by the DAC) for the reimbursement model the grant expects. The draft county–DAC agreement presented to the board would assign responsibility for additional costs attributable to the system to the DAC (insurance, roof replacement during the life of the panels) and require DAC to handle decommissioning and end‑of‑life obligations.
"This project only goes through if they get the grant," staff said, noting the grant deadline is Dec. 1. Staff recommended returning to the Nov. 18 meeting with executed agreements and a draft letter of support if the board is in consensus.
Commissioners asked about cash flow, whether the DAC could front‑load project expenses, and whether proposed grant uses were permissible. Staff said they had queried grant administrators and received affirmative guidance that the county could apply and be reimbursed if awarded. The board requested additional details and instructed staff to return Nov. 18 with contracts and recommended next steps.
