Planning staff said they compiled FEMA materials and suggested the board consider a shorter regulatory horizon (one option cited was a five-year standard) used by a neighboring municipality. Board members discussed the costs of mitigation for property owners and the limitations of local authority: staff noted FEMA and state guidance limit certain local actions, and that grant programs routed through FEMA may be available in other communities but are not broadly used in Wells.
The board clarified the Nov. 17 session will be a workshop, not a public hearing; members of the public are welcome to attend and submit written comments in advance for staff to distribute. The board and staff said they would invite code enforcement and an insurance specialist to provide technical detail. The motion to schedule the workshop passed unanimously.
