Finance Director Mattis summarized that a $7.20 rate would still require approximately $400,000 of appropriations from the general fund for 2026 and that a roughly 15% increase would narrow that subsidy need. The committee ultimately authorized staff to draft legislation for an approximate 15% increase in 2026 for residential and commercial sewer rates, including charges tied to neighboring sanitary districts.
Service Director Kropcheck and committee members emphasized ongoing infiltration and the need for proactive capital work, including sewer lining and smoke testing. Committee discussion noted typical repair costs ($7,000–$10,000 per repair) and recommended acquiring camera equipment to reduce outsourcing costs.
Council was informed that the ordinance would require three readings and not be considered on an emergency basis.
