The Wickliffe City Council voted Oct. 27 to split the additional $28,000 cost with the city of Willoughby for a night-paving additive and associated premiums on a short segment of Route 91 (Fairway to Brush Road).
City Engineer Pete and Service Director Kropcheck told the council ODOT canceled the originally scheduled paving due to a subcontractor parts issue. When rescheduling, ODOT quoted an additional $28,000 to use an additive and other night‑work premiums for the small section that must be paved at cooler temperatures. Pete said most of the paving area lies in Willoughby and that a proportional split—roughly half and half by area—was likely.
Council members debated whether night work offered a time savings versus traffic and weather risks, and whether the city should pay up front without a guaranteed night date. Council members emphasized public-safety and traffic benefits if work runs at night rather than during peak school travel times.
Councilmember Gerhardstein moved to approve a change order to pay approximately 50% of the $28,000 night-work add‑on and split the cost with Willoughby; the motion was seconded and passed on a roll call vote.
