The Grantsville City Council voted to award the contract for Scenic Slopes Park Phase 1 excavation to Strong Excavation under Resolution 2025-71. Finance Director Sherrie Broadbent told the council seven bids were received and the company was selected based on bid amount and verified reputation.
Council discussion addressed the project timeline — staff asked that excavation be completed to allow American Ramp (the park amenities contractor) to begin construction in the spring — and ways to ensure future phases meet city expectations. Ms. Broadbent said the park is currently funded in the budget and the city will continue pursuing grants to free funds for other projects or later phases.
Councilmember Heidi Hammond made the motion to approve Resolution 2025-71; Councilmember Jake Thomas seconded. The vote was recorded as: Councilmember Hammond “Aye”, Councilmember Williams “Aye”, Councilmember Thomas “Aye”, and Councilmember Jenkins “Aye”; Councilmember Rhett Butler recused from the vote. The motion carried.
Staff and council discussed contract language to allow bid alternates and to include a specified date for alternates so later phases can be adjusted based on funding and design needs.
