The Fort Pierce Utilities Authority on Nov. (date not specified in the transcript) authorized a contract with Presco South Construction for an amount not to exceed $250,000 to replace windows at the authority's administration building at 206 South Sixth Street.
"Staff recommendation for award of contract to Presco South Construction for, an amount not to exceed $250,000," said Mr. Rutherford, chief operating officer, as he presented the proposal and noted the new windows will be impact-rated for 170 miles per hour and be low-e, energy-efficient units. Rutherford said the project is fully funded by a FDEM grant and will begin immediately with completion no later than June 30, 2026.
Rutherford outlined the procurement history, saying the request for proposal was uploaded on 07/24/2025 and advertised on 07/28/2025 and 08/04/2025. He reported that vendors requested specifications and that a mandatory site visit was attended by several firms; the facilities manager recommended accepting the Presco South Construction proposal. Rutherford also stated that none of the respondents were local vendors.
A board member asked whether installation would require closing the downstairs office or otherwise impact the public. Rutherford said the work will be staged — "we'll likely have to do them one at a time" — and added, "we don't plan on closing anything." Following that exchange, a board member moved approval; the motion was seconded and approved on a roll call vote.
