The Cody City Council approved change order No. 1 to the professional services agreement with Stantec Consulting Services for Phase 2 design of the 2024 Pedestrian and ADA Improvements Project.
Philip Bowman, city staff lead for utilities and public-works projects, told the council that Stantec’s original contract covered preliminary design and the final design of Phase 1 — pedestrian hybrid beacon and crosswalk improvements at Big Horn Avenue and Freedom Street. With Phase 1 nearing completion and state approvals pending for that package, Bowman said the city is ready to add Phase 2 final design work to Stantec’s scope. Phase 2 will include a multi-use pathway along the west side of Robert Street from Big Pine Avenue, a flashing beacon at the intersection of Tenth Street and Beck Avenue near the high school, and additional ADA ramp and sidewalk improvements.
Bowman said the change order increases the professional-services amount to cover the additional final design work; the transcript references a figure of about $113,150.80 in funding for the Phase 2 design included in the FY 2026 capital budget and said the additional sum requested in the change order (about $39,000) covers components that were not in the original agreement. Council Member Sharif asked "What what's $39,000 represent?" and Bowman explained the additional design items were not in the original scope. Council Member Satinari moved to approve the change order; Council Member Tamplin seconded and the motion carried on a voice vote.
Bowman said the project will proceed to bid after YDOT approval of the plans and specifications, with construction of crosswalk improvements likely in 2026. The funding for Phase 2 design is included in the FY 2026 budget and is a combination of the Transportation Alternatives Program (TAP) grant and local match funds, Bowman said.
