Council members joined department staff for a group photograph after the presentations.
Chief Conn said the four promotions were the result of a vacancy created when the previous fire chief retired, describing the personnel movements as a "trickle down effect" within the department. The ceremony included remarks thanking families and colleagues for their support. There was no council vote recorded on the promotions during the ceremony.
