Roanoke Council authorizes multiple closed meetings for vacancies, ethics, property, contracts, personnel and economic development

Roanoke City Council approved multiple requests Monday to convene closed meetings and then recessed into a legislative committee session.
At the informal 9 a.m. session Mayor Sherman Cobb read a series of communications requesting that council convene closed meetings under the Virginia Freedom of Information Act exceptions (Va. Code — 2.2-3711). Council approved each request by roll call.
The actions approved were:
- A closed meeting to discuss vacancies on authorities, boards, commissions and committees appointed by the council, cited under Va. Code — 2.2-3711(a)(1).
- A closed meeting to discuss the council's recently adopted code of conduct and ethics and each member's obligations under that code, cited under Va. Code — 2.2-3711(a)(1).
- A closed meeting to consider possible disposal of publicly owned property in central Roanoke where open discussion would adversely affect the public body's bargaining position (Va. Code — 2.2-3711(a)(3)).
- A closed meeting to consult with legal counsel concerning contract obligations involving a city-owned facility (Va. Code — 2.2-3711(a)(8)).
- A closed meeting to discuss personnel matters involving annual performance evaluations of council-appointed officers (Va. Code — 2.2-3711(a)(1)).
- A closed meeting to discuss a prospective business or the expansion of an existing business or industry involving an economic development project in collaboration with the regional partnership (Va. Code — 2.2-3711(a)(5)).
Where specified during the roll calls, the council named the members who moved and seconded the motions. For example, the motion to convene a closed meeting on vacancies was noted as "Council members Hagen and Vollison" (the transcript records Hagen and Vollison as the members who moved/seconded). Each motion passed by recorded roll calls taken by the deputy clerk.
Following those approvals, council announced meetings will be televised and that council meetings are offered with closed captioning for the deaf and hard of hearing. Mayor Cobb recessed the council until 2 p.m. for the series of closed meetings in the council conference room.
