Don Dallas (Snapper Drive) said repeated flooding over roughly four years had filled his garage and damaged personal property. He described water entering the garage to ankle or deeper levels and said prior repairs after a 2017 project (funded in part by a grant referenced in public comment) did not address his location. Dallas urged the city to prioritize stormwater fixes for his street and noted increased flood insurance costs for his home.
Sid Potter reported a safety concern at the northwest corner of Anderson and Juanita where asphalt is coming up in “the size of coke cans.” He said a 3‑by‑2‑foot area requires reasphalting and asked that the city repair it promptly because children ride bikes and residents walk in that neighborhood.
Michael Van Dame reported that a neighbor had installed a basketball goal on a public easement at Gulf Mist Court, that code enforcement issued a violation and gave the owner until October to remove it, and that the owner requested an extension and planned to seek a waiver from the council.
Staff response and context: city staff recounted prior design work and repairs in the Snapper Drive area. Staff said the neighborhood site sits in a low spot and that previous funding and a 2017 project addressed other streets but excluded the requester’s location after a change order. Staff noted a prior estimated cost (about $300,000) to install two inlets and pipe run to Benning Drive for a more comprehensive fix and said staff will continue to seek grant or funding opportunities.
