Tipp City Council on Nov. 3 considered whether to request a local public hearing to object to the issuance of a new C‑2 D‑6 liquor permit (beer and Sunday carryout sales) for Family Dollar Stores of Ohio LLC at 930 West Main Street.
City staff explained the permit request would allow beer and Sunday carryout sales and that the police chief had no objections. Council discussed whether the application was a new permit or modification, the availability of liquor licenses in the city, and what basis the city would have to object. Staff and council members explained that objections to a liquor permit generally require evidence of an applicant—s unfitness or location‑specific issues (for example, repeated underage sales), and that there is a statutory period for filing objections.
One council member asked whether granting the permit would affect development expectations in the plaza; staff said development preferences are not typically sufficient grounds to object. The council also noted that some of the process occurs at the county level and that the city has a limited window to act.
Council moved not to request a local public hearing and the motion carried. Roll‑call votes included: Mr. Liddy — yes; Mayor Rogers — yes; President Huffman — yes; Mr. Enslin — yes; Mr. Kessler — yes; Mrs. Pittenger — yes; Mr. Slagle — yes. The motion to not request a hearing carried.
