County engineer Nick Barr described the project as being in the land‑acquisition phase and said one property owner requested a memorializing MOU that reflects agreements discussed and designs already completed. Commissioners moved and approved the MOU by voice vote.
Barr said the MOU documents steps the county has already agreed to and is intended to facilitate execution of acquisition documents so the project can proceed.
