Commissioners approve holiday changes, table PTO and years-of-service revisions after lengthy debate

The Boone County Board of Commissioners on Nov. 3 debated a package of proposed human-resources policy changes and took partial action: the board approved a revised holiday schedule but tabled the more substantive PTO and years-of-service items for further revision.
Human-resources staff presented proposed changes that included a one-time $2,000 longevity bonus at 20 years of service, a longevity schedule and a PTO proposal that would reduce the maximum bank to the equivalent of roughly eight weeks for most employees and use a payout formula described in the draft as "5% per year" to pay down existing balances to a new cap. Staff said the sheriff’s office had not yet finalized its participation and that the courts are handled separately.
Commissioners and department heads questioned how any reduced cap would be implemented for current employees, whether the county would pay down balances to the new cap and the timing of payouts. One department head said that a 12-week PTO bank currently provides a paycheck bridge for employees who need time for short-term disability and said cutting the bank could create gaps in pay. Others urged that current balances be paid down to a new cap to avoid leaving employees with banked entitlement reduced without compensation.
After extensive discussion, the board voted by voice to table the PTO policy pending a written PTO policy and additional review. Commissioners also moved to table the years-of-service policy for minor language tweaks. Separately, the board approved the holiday policy change by voice vote; the adopted language treats the Friday following a Thursday holiday as a holiday for scheduling in applicable years (staff cited years when that will apply). Several commissioners asked staff to add clarifying language, such as specifying payout timing (second pay period in January) and explicitly noting that the 20-year longevity payment is a one-time payment.
No roll-call vote was recorded in the meeting transcript; the minutes show voice votes on the motions. Staff indicated the county has funds available for any one-time payouts discussed and that compensation and human-resources committees had reviewed options before the meeting.
