Boone County commissioners voted Nov. 3 to amend the 47 Commons planned unit development and to adopt a resolution formally expanding the county’s 6547 economic development tax-increment financing (TIF) area.
The PUD amendment, introduced as Ordinance 2025-14, was presented by a project representative, who said the change swaps 20 acres on the east side of the project for 20 acres further south to “keep all the traffic away from those neighbors that are on County Road 275.” The representative said swapping the acreage avoids use of County Road 275 and an existing bridge. A motion to approve the ordinance passed by voice vote.
Redevelopment Commission representative Bob Clutter told the board that an amending declaratory resolution and a confirmatory resolution and public hearing had already occurred at the redevelopment commission level. He said the expansion shifts the project west toward Route 350 to reduce traffic on County Road 275. The board noted a minor date error in the draft resolution (a reference to a confirmatory resolution year), corrected it on the record and then approved Resolution 2025-12 formally expanding the TIF area by voice vote.
Both items were presented as routine statutory follow-ups to actions the redevelopment commission had already taken: Clutter said the redevelopment commission adopted an amending declaratory resolution on Aug. 15, the area plan approved the area plan on Sept. 3, and the board previously approved an expansion on Sept. 15. The TIF expansion then returned to the redevelopment commission for a public hearing Oct. 17, after which the commission adopted a confirmatory resolution.
The actions taken by the commissioners were motions to approve each item followed by unanimous voice votes. The record does not show roll-call tallies or individual yes/no votes for either measure.
Looking ahead, staff will circulate corrected resolution language incorporating the date correction that the board requested.
