Onalaska approves TAP grant application and real‑estate services for State Trunk Highway 16 multiuse path

The Onalaska Board of Public Works and Utilities on Nov. 4 approved a resolution authorizing the city to apply to the Wisconsin Department of Transportation—s Transportation Alternatives Program (TAP) for the State Trunk Highway 16 multiuse path and approved a related real‑estate services agreement with MSA.
Jared Holter explained that the full project estimate is roughly $300,000 and that the city is pursuing an 80/20 grant match through the TAP award cycle. The board approved resolution 24‑2025 authorizing submission of the TAP application.
Separately, staff presented a proposed MSA agreement to provide appraisal reports, review appraisal work, parcel acquisition and project management for necessary easements and sliver rights of way. The real‑estate services contract was presented as a not‑to‑exceed amount of $37,350, with funding available in the capital improvements line for the project. The board approved the MSA agreement unanimously.
