Wayne hires Elena Brosh to assist charter revision and employee handbook updates

The Wayne City Council heard that Elena Brosh has joined the city as the manager's confidential assistant and will help lead a revision of the city's charter and an update of the employee handbook.

City staff said Brosh holds a master's degree in public policy from the University of Michigan and completed a two-year internship with the city of Royal Oak. Staff assigned Brosh to compile input from department heads on an update to the city charter (original material dates were described in the meeting as mid-20th century), compare other municipal charters, identify items better handled in policy rather than charter language, and run proposed changes by the city attorney before the public election to select a charter revision commission.

Staff also said Brosh will assist with an employee handbook update informed by Human Resources best practices and SHRM recommendations. The administration told council it will present materials so that a future charter revision commission and council members have current references and recommended edits when the public review and election process begins.
