Franklin library board adopts revised circulation policy, sets effective date Jan. 1, 2026

The Franklin Public Library Board of Trustees approved revisions to the library—s circulation policy at its Oct. 27 meeting, with an effective date of Jan. 1, 2026.
Key changes approved by the board include standardizing loan periods for most nonfiction and feature-film DVDs to seven days; extending the grace-period rules so that items with a seven-day loan will have a three-day grace period; keeping high-use items such as some explorer passes on shorter (three- or five-day) loan periods during designated high-use times; and continuing a $1-per-day overdue fine for Library of Things items while imposing a $0.10-per-day fine for most other items with a $5-per-item maximum systemwide.
The policy revisions also formalize naming ("Library of Things" to cover tools, bakeware, backpacks and similar nontraditional circulating items), require that designated library items be picked up and returned to Franklin Public Library, and move several loan-period clarifications into a single, simplified schedule. Trustees asked staff to mark the policy as effective 01/01/2026 when publishing the document.
Trustee Mike Karlovitz moved to approve the revised circulation policy; the motion was seconded and passed by voice vote.
Library staff said the changes are intended to reduce staff time spent adjusting individual item loan settings, align Franklin with common peer practices, and provide clearer guidance for patrons.
