Staff said the responses did not meet the 60% threshold that a recent state law change required for a supermajority protest to block annexation.
Council members asked whether there was a common reason for opposition; staff said the primary concern expressed in returned notices was traffic. No members of the public spoke during the council hearing. After closing the hearing, the council approved the annexation by unanimous vote.
Staff did not provide a detailed development plan during the hearing; zoning was set as SPD and future development will follow the city's standard review and permitting process.
