Council approves small rezoning on Plymouth for retail use

The Odessa City Council voted unanimously Oct. 28 to approve a zoning change requested by owners Cruz and Franziska Favela for a 0.439-acre tract in Section 34, Ector County.
Planning staff reported that 15 notices were mailed for the case and there were no protests, returns or approvals filed. The applicant, represented by Maverick Engineering, sought the change from SF-3 (single-family 3 district) to retail for future retail development; staff said the proposal is consistent with the comprehensive plan and nearby properties that are already zoned retail.
Planning and Zoning recommended approval 5-0 at its Oct. 2 meeting. No members of the public spoke during the council's public hearing. The council closed the hearing and approved the zone change by unanimous vote.
Council did not attach any special conditions beyond the standard requirements in the staff presentation.
