Bedford supervisors authorize bidding on ~$16.6 million plan to cap county landfill after DEQ citation

The Bedford County Board of Supervisors voted to authorize staff to bid and award construction to cap roughly 25 acres of the county landfill after a citation from the Virginia Department of Environmental Quality.

Lance Rosie, the presenter for the item, told the board “we were cited for a violation of overfill of cells A and B at our current landfill.” He said work developed with Schnabel Engineering is organized in two phases: the first phase would relocate approximately 29,000 cubic yards of waste to address the overfill and, after DEQ approval, the second phase would place roughly 65,000 square yards of soil to cap the site.

Rosie provided an initial cost estimate based on the engineering firm’s pricing assumptions: “approximately $16,600,000,” which he said includes a $1,500,000 contingency. He said the firm estimates the work could be completed in about 18 months, weather permitting, and that a more definite cost will follow receipt of competitive bids and engineering review.

Supervisor Tuck moved adoption of Resolution R102825‑03 and Missus Parker seconded. The board recorded roll‑call responses and the chair announced the motion carries.

According to Rosie, the next steps are to advertise the project for bid with county procurement, receive bids, submit results to Schnabel Engineering for review, and then return to county staff to recommend award to the most responsible bidder. No detailed contract award was made at the meeting.

The board did not discuss specific funding sources in detail during the presentation; staff said a final price will be determined after bids are returned. The DEQ citation that prompted the work and the two‑phase remediation plan were the primary justifications provided to the board.
