The board approved amendments to the districts District of Innovation (DOI) plan to align with recent state legislation and to adjust local depository contract flexibility. The motion passed unanimously, 7-0.
The Richardson ISD board adopted amendments to the districts 2025-26 District of Innovation plan Oct. 9 after staff presented changes developed by the DOI committee and the district planning committee.
Miss Brandon and Mr. Pate told trustees that two items had to be removed from the districts DOI plan because of changes enacted during the recent legislative session: the district is removing language that allowed mandatory DAEP placement for vaping incidents, and it is removing language that exempted certain core-content teacher certification flexibilities. Staff said those items are no longer lawful flexibilities and therefore were removed. Separately, the district reinstated optional two-year flexibility for renewing depository banking contracts (the plan had previously allowed annual renewals).
"The goal of the DOI plan is to enhance local control and provide greater flexibility to implement strategies and innovations that support the board's mission," a district presenter said. The DOI committees review and posting timeline was summarized for the board, and trustees voted to adopt the amendments. The motion passed 7-0.
