John R. Payne told trustees Oct. 9 that the state has posted an updated charter application and that the district has provided a Workforce Centers of Excellence addendum for applicants interested in starting career‑focused programs. Payne said the district—s addendum is posted on the State Department website and that letters of intent are due Nov. 1, with full applications due Feb. 1, 2026.
Payne credited Kristen Farmer for representing the district on a state committee that reviewed the charter application and noted that the state removed items that lacked a statutory basis in the Charter Act. Payne said staff had also reviewed the district—s closure protocol following a school closure this summer and were finalizing minor revisions to remove duplications and improve clarity.
Payne also described a nonmaterial change request from Palmetto Scholars Academy to refine its discipline procedures so the written policy reflects current school practice; the revision was presented as a nonmaterial refinement to align policy and practice.
