Forney ISD audit yields unmodified opinion; board approves 2025 Annual Financial Report

Claire Wootton, audit director for Weaver, told the Forney ISD Board of Trustees that the firm had completed its audit of the district’s 2025 financial statements and had issued an unmodified (clean) opinion.
Wootton said auditors conducted interim testing in June and final fieldwork in August–September, performed single-audit testing of major federal programs (child nutrition was selected as a major program), and tested internal controls over payroll, cash disbursements, procurement for large construction projects and other high-risk areas. She reported no material weaknesses or findings and said the firm had completed testing on federal programs with no findings noted; the firm was awaiting the final AICPA compliance supplement signature before issuing the formal uniform-guidance opinion.
John Chase, associate superintendent of business and finance, summarized key figures from the audit presentation included in the board packet: total governmental revenues of $301.3 million in fiscal 2025 (an increase of $19.8 million, or 7% over 2024), expenditures of $377.0 million (a year-over-year decrease driven largely by lower capital outlay), and a combined ending governmental fund balance of $200.7 million. Wootton said the audit reflected the district’s adoption of GASB 101, which requires recording a liability for accrued compensated absences.
Wootton said auditors noted no fraud or illegal acts, no material weaknesses in internal control, and that management’s accounting estimates (including the state aid calculation) were reasonable and free from management bias. After the presentation, Dr. Cherry recommended acceptance of the audit; the board then voted to approve the 2025 Annual Financial Report as presented.
The board’s vote to accept the audit was recorded by voice as unanimous; the district will submit finalized audit materials to the Texas Education Agency once the final compliance supplement signature is available.
