Historic Landmarks Commission approves revised Sept. 24 minutes after extended discussion over Paseo Nuevo comments

The Historic Landmarks Commission on Oct. 8 approved edited minutes from its Sept. 24 meeting after an extended discussion over how much detail to include, especially for comments related to the Paseo Nuevo project.
Pat Seeley, a member of the public who worked on the Paseo Nuevo EIR decades earlier, urged the commission to "revise the minutes to truly reflect what you said so that those can be presented to the planning commission tomorrow." Commissioners and staff then spent more than an hour reviewing proposed edits and debating the proper scope of minutes for a one-time application versus a fully submitted project that had a formal motion.
Commissioners clarified that minutes for an advisory set of comments can be summarized by the chair but must not be rewritten to include material that was not spoken during the hearing. Acting design review supervisor Ted Hamelsman cautioned against adding material that had not been discussed previously, saying the purpose of the session was to edit the minutes, "not to hold a second hearing or provide additional comments." Commissioners worked through line edits to items the group numbered 1 through 9, refining language on workforce housing, building massing, compatibility findings, Paseo connections and public access.
After the discussion the commission took a roll-call vote: Commissioners Butler, Dordon, Enzberg, Limbic, Lodge, Vice Chair Ullie and Chair Grumbine all voted yes. The motion passed. Staff said contract planner Patsy Price would upload the revised minutes and present the changes to the Planning Commission at its next hearing.
The commission recorded the changes and agreed Commissioner Ullie would attend the Planning Commission session to represent the HLC’s comments if needed. No further action beyond approval of the revised minutes was taken.
