SC Public Charter School District hears first reading of state livestreaming requirement

At its Oct. 9 meeting in Columbia, the South Carolina Public Charter School District board received a first reading of a state-required policy that would require the district to livestream all public meetings, John R. Payne told trustees. Payne said the provision would apply to board, committee, subcommittee, workshop and public‑hearing meetings, with the exception of executive sessions.
The policy text presented to the board requires that "video and audio should be of sufficient quality so that viewers may easily hear the comments and identify who is making the comments," that a live‑stream link be published on the agenda and that, "to the maximum extent practicable, closed‑captioning services should be made available." Payne said staff would return in November for a second reading; his presentation was informational only and required no vote.
A trustee asked when the state requirement takes effect; Payne replied Jan. 1. Payne told the board the district is "already ahead of the game in compliance" and outlined a staff plan to meet the posting and captioning expectations.
The board did not take formal action on the policy at the Oct. 9 meeting. Payne said staff will bring a revised draft and a recommended implementation timeline for a second reading in November.
