Commission backs 24-hour convenience store at Velp Avenue with car-wash hours limited

The Green Bay Plan Commission on Sept. 29 recommended approval of a request to amend a conditional-use permit at 1053 Velp Avenue so the convenience store can operate 24 hours a day.
Staff told the commission the fuel pumps on the site already operate around the clock using card payment; the requested amendment would extend the store—s staffed hours. The applicant supplied a security and staffing plan that included enhanced in-store security, a 911 panic button and coordination with law enforcement; staff noted some of the security measures were already installed and offered that the commission could add them as conditions.
No one spoke in opposition during the public hearing. Staff recommended including a condition to maintain the car-wash hours at 7 a.m.–10 p.m. because car washes tend to create more noise than the convenience store. Commissioners moved and seconded the recommendation; the motion passed and the item will be forwarded to City Council for final action on Oct. 7.
The commission did not condition the convenience store specifically on double staffing but noted the applicant offered increased staffing as part of their narrative and that police-operations coordination had already been requested by the business.
