Purchasing staff said the manufacturer declined a trade‑in but the department expects to auction or sell the existing vehicle to recoup some value.
Committee members debated whether to bond now for an item that will be delivered in two years, and whether funds for the purchase were already included in prior bonding. After discussion the committee voted to amend the motion so the future bonding authorization would account for the resale value; that amendment passed unanimously, and the final approval also passed unanimously.
