Planning panel recommends approval of Wolfs Road site-plan changes to widen sidewalks, protect Royal Palms

The Royal Palm Beach Planning & Zoning Commission recommended approval of a major site-plan modification for the Tuttle Royale area that widens sidewalks, adjusts landscaping and updates utilities.

The commission voted unanimously to recommend approval of application 25-012SPM after staff said the revised plan conforms with village standards for the General Commercial zoning district. The modification applies to property along Southern Boulevard roughly 0.27 miles west of State Road 7 (US 441).

Staff presentation and applicant remarks focused on three principal changes: expanding sidewalks to 10 feet for pedestrian and bicyclist safety, adding sidewalk cutouts along Lofts Road to accommodate previously approved royal palms, and revising planting specifications for palms (minimum 5-foot material) while ensuring sidewalks avoid utility easements. "As part of that sidewalk expansion to 10 feet ... we agreed on a solution to allow the location of the existing Royal Palms," the applicant said, describing a 2.5-by-4-foot cutout with flexible porous paving that preserves continuous pedestrian access while providing planting room.

Staff showed cross sections and landscape plan sheets identifying the modified segments and said the changes are consistent with the village comprehensive plan and development standards. The application package included updated utility information and roundabout landscape enhancements intended to coordinate with sidewalk improvements.

Commissioner Christopher Butler moved approval and Commissioner Andrew Alba seconded. There was no public comment. The motion passed unanimously.

Next steps: the commission's action is a recommendation; the application will be forwarded to Village Council for final action (date not specified in the meeting record).
